In-country activities

 

 

 

NF 1 CDM governance at domestic level

 

 

 

1.1 Determine barriers and assess needs

Stocktaking exercise to review current capacities and identify needs/priorities for CDM capacity development activities.

 

 

1.2 Establishment of DNA and adoption of relevant procedures

Implementation of enabling framework for participation in the CDM. Priority activities include support to decision-making processes addressing i.a . designation of DNA, adoption of DNA approval procedures and other DNA management tools, elaboration of policy/strategy papers.

Strengthening of the newly established DNA including finalization of the national procedures for project evaluation and approval.

1.3 Assessment of related legal issues

Review emerging legal issues that affect CDM investments and CERs transactions at the domestic level. Facilitate identification and implementation of corresponding recommendations / measures.

1.4 Additional institutional arrangements: normative/promotion functions

Identify and facilitate measures that aim at enhancing environment for CDM project implementation and participation in the carbon market

NF 2 Build CDM capacity and engage priority sectors

 

 

 

2.1 Foster domestic/regional CDM champion(s)

Identify and support local experts and/or institutions that ‘champion’ the CDM cause. Partners for i.a . showcasing successful cases, fostering required networking and catalyzing south-south co-operation.

 

 

2.2 Training activities for CDM project development (cross-cutting or by sectors)

Training events on CDM specific topics, targeting in particular project developers, project participants, project financiers.

 

 

2.3 Training activitities covering related issues: sectors, technologies, policies

Training events addressing other relevant topics and target audiences, according to domestic priorities and circumstances.

 

 

2.4 Development and/or transfer of training materials and knowledge sharing tools

Edition and appropriate transfer of up-to-date training tool kits, in accordance to outreach capacities available in the host country.

 

CF Assist is planning to co-finance the updating and editing of the CD ROM on CDM prepared by MIES, French Ministry of Environment. The document will be available for next Carbon expo 2008. A french version of CF Assist web site is planned for year 2008

NF 3 CDM Project Pipeline Development

 

 

 

3.1 Assessment of domestic carbon offset potential and identification of CDM niches

Conduct sector-scoped assessments of CDM potential, as prioritized by host country

To identify CDM potential in prioritised sectors.

3.2 Awareness raising and information activities for project identification in priority sectors

Awareness raising and information events with key sector stakeholders, as part of project identification initiatives in priority sectors.

 

 

3.3 Tutorials for PIN development

Support comprehensive project screening and preparation of project idea/concept notes for the purposes of CDM, with a view to foster CDM pilot activities and catalyze CDM project dealmaking in the country.

A CDM PIN portfolio will be prepared.

3.4 Technical assistance for PDD development

Grant technical, methodological and financial advise during CDM project preparation, paving the way for selected pilot activities.

3.5 Support along early stages of CDM project cycle (pilot projects)

Ensure appropriate technical support to pioneer CDM project activities during approval, validation and registration stages, in order to maximize demonstrative effect at domestic level and to properly manage emerging barriers/risks.

NF 4 CDM Promotion

 

 

 

4.1 National CDM promotion strategy and operationalization of national CDM promotion focal point

Support DNA or relevant national entities during development and negotiation of National CDM promotion strategy. Support DNA or relevant national entity on issues pertaining to CDM project promotion. See also A1.4

4.2 Development of national CDM catalogues/investor guides and other promotion tools

5.1 Design and management of powerful and efficient mechanisms for knowledge management, e.g. development of web-based resource centre

Support design and management of sound and comprehenisve national CDM websites, i.a . taking advantage of public domain information resources. [Development of virtual regional CDM network/hub.]

 

 

5.2 Smoothen access to carbon market intelligence

Centralize, process and adequately disseminate up-to-date carbon market information, paying particular attention to available media and information needs of ( heterogenous range of) regional stakeholders.

 

( i ) Periodic preparation of WB Carbon Market Report / Special Africa Edition, including generation of specific outreach tools for regional target groups.

Regional activities

 

 

 

6.1 Regional events: DNA network

Facilitate platform for dialogue, knowledge sharing and networking amongst African DNAs

 

( i ) WB's Host Country Committee provides a supplemental platform for dialogue, knowledge sharing and networking amongst African DNAs (e.g. Regional Meetings in conjunction with HCC Annual Meetings; (ii) DNA Regional Workshop planned for DNAs of the Southern African Development Community (SADC) in Gaborone , in partnership with the Development Bank of Southern Africa .

6.2 Regional events: Promotion of CDM opportunities

Assist countries in presentation of CDM project portfolios and related investment and development opportunities.

 

( i ) WB supports participation of African countries as exhibitors in the Global Carbon Expo 2008 . (ii) WB co-organize the ' Carbon Finance Investment Forum-African Bankers 2008 ', a matchmaking event for regional financial sector and project developers targeting Western african countries ( 2008 ) (iii) WB organise a regional workshop related to the CDM mainstreaming component in Lighting Africa project.

6.3 Regional events: Engagement of regional financial sector

Facilitate understanding of carbon finance through targeted capacity building and matchmaking initiatives with regional financial sector

 

( i ) In-house capacity building program for senior staff in DBSA is planned. (ii) WB co-organize a regional event 'Carbon Finance Investment Forum-African Bankers 2008 ', a matchmaking event for regional financial sector and project developers targeting Western African countries (2008).

6.4 CDM potential assessment in differents sectors

CDM potential assessment in biofuels sector.

 

Biofuels sector – ethanol, bio-diesel, cogeneration – is an emerging sector in Africa with vast potential. This sectoral assessment will look at both eligible CDM projects in the production of bio-fuel from esters and production of ethanol from sugar-based products. Apart from making an estimate of the overall potential, the study will make recommendations to overcome the technical and methodological barriers. To be launched in the second half of 2007.
