UNDP-UNEP ongoing and planned activities in Sub-saharan African countries

1. In-Country Activities (Country X)

1.1: Capacity Development Activities

Activity 1.1.1 : National Project Team (Consultant) in cooperation with UNDP-UNEP to prepare a Nairobi Framework fact sheet and introductory letter to be sent to relevant ministers & stakeholders. Objective is to secure political commitment to capacity building efforts by UNDP-UNEP and identify relevant stakeholders for workshop participation.

Activity 1.1.2 : In cooperation with DNA, Consultant to assist & advise govt. in operationalization of DNA including 1) formulation of project review/approval committee, 2) design procedure for project review by DNA, 3) formulate job descriptions for DNA staff, 4) other tasks as necessary. Assess office equip. needed for DNA. Procure approved items for DNA where appropriate.

Activity 1.1.3 : In cooperation with DNA, UNEP and UNDP, Consultant to design proposed Sustainable Development Criteria to be used by Project Review Committee for CDM project approval.

Activity 1.1.4 : Consultant, in consultation with DNA, to design a national CDM website for Country X (site should be bi-lingual if non-English speaking country). Site contents to include the national CDM portfolio, PINs , PDDs, steps for national CDM Project Approval Procedure, info on CDM potential in the country, etc.).

Activity 1.1.5 : In cooperation with DNA & UNEP, Consultant to design a proposed CDM Project Review Procedure. Procedure should ideally not exceed 45 days from day of submission of PDD to issuance of Letter of Approval. Once process is formally approved, be posted on DNA web site.

Activity 1.1.6 : Consultant, in cooperation with DNA and UNEP-UNDP, to organize National Workshop I (NW1). Topics to be covered include, but not necessarily limited to, CDM modalities & procedures, CDM EB, Meth Panel procedure, CDM project cycle, project design, Additionality test, sustainable development impacts/evaluation, relevance of CDM to national circumstances, priority sectors for CDM in Country X. Consultant to provide direct input/presentations to national workshops. Agenda and format for all workshops to be approved by UNEP RISOE Centre (URC) and UNDP prior to organization.

Activity 1.1.7 : Consultant, in cooperation with DNA and UNEP-UNDP, to organize National Workshop 2 (NW2). Topics to be covered include PIN and PDD preparation, how to fill each section, common pitfalls in PDD making, baseline methodologies, examples of baseline meth relevant to national circumstances. NW2 will also cover CDM project financing: approaches to investment analysis, benchmarks, sensitivity analysis for CER price impact on project economics, status of global carbon market , types of emission reduction purchase programs (Presentation of UNEP RISOE's CDM Project Financing Guidebook). UNDP experts to participate as speakers.

Activity 1.1.8 : Organize National Training Workshop 3 (NW3). Topics to be covered include DOE work procedures, & steps for validation and verification (present IETA's Verification & Validation Manual). NW3 will also cover CDM contract negotiations and legal issues, presentation of UNEP's CDM Legal Issues Guidebook.

Activity 1.1.9 : Organize National Training Workshop 4 (NW4) : Objective is to present and discuss PINs and PDDs prepared by local consultants and supported by Nairobi Framework budget. Also, prepare and present a national CDM project promotion strategy.

Activity 1.1.10 : Consultant, in cooperation with local stakeholders, to identify and propose to UNEP-UNDP additional, sectorally -focused, small workshops (maximum three) based on national circumstances (e.g. workshops for credit officers in local banks, specific industries such as natural gas sector, municipalities training on landfills, etc.). Workshops to be implemented pending URC's approval.

Activity 1.1.11 : Support DNA on issues pertaining to CDM project promotion: Consultant, in cooperation with National Investment Authority and URC, to develop a "CDM Investors' Guide for Country X". Advise DNA on publications and material to be taken to Carbonexpo

1.2: Project Development for MDG Carbon

Activity 1.2.1 : Identify two to three high-potential CDM sectors in Country X for project development purposes (by MDG Carbon ). Identify and prepare a portfolio of CDM projects.

Activity 1.2.2 : Seek initial national approval of project concepts from DNA, relevant govt. authorities, as well as MDG Carbon's initial approval.

Activity 1.2.3 : National experts/consultant to refine and finalize the selected PIN. Then seek final MDG Carbon approval for PDD preparation, where appropriate.

Activity 1.2.4 : Where appropriate, DNA/local experts/consultant to hold a series of community meetings with local community organizations and local NGOs to be affected by the selected projects' activities. Discuss "innovative" approaches for direct and indirect benefits to community from proposed projects. This will be coordinated by the UN Country Office.

Activity 1.2.5 : Consultant to work closely with appropriate and capable local partner to produce the agreed upon PDDs for selected projects.

Activity 1.2.6 : Consultant/local experts to hold series of stakeholder consultations with DNA, local bankers, regional banks, private investors, govt. bodies to explore possible options for financing of selected PINs /PDDs.

Activity 1.2.7 : Consultants and local experts work together to produce Project Financing Scenario briefings for selected PINs /PDDs. Reports to be shared with MDG Carbon, UNEP, and local banks for feedback.

Activity 1.2.8 : Advise DNA/Investment promotion authority on format and contents of their participation in Carbon Expo (2007 & 2008) to promote CDM portfolio & the CDM institutional preparedness of the country.

Activity 1.2.9 : Submit to MDG Carbon /UNDP final versions of PINs /PDDs developed by the project.

Activity 1.2.10 : URC & UNDP to develop MDG Carbon's Sustainable Development Assessment Tool (SDAT), in cooperation with IISD ( Canada ) - link to 1.1.3

2. Regional-Level Activities

2.1: Activities for DNAs

Activity 2.1.1 : UNDP-UNEP to organize Francophone regional workshop for DNA staff members to exchange views & experiences on operational issues.

Activity 2.1.2 : UNDP-UNEP to organize Anglophone regional workshop for DNA staff members to exchange views & experiences on operational issues.

2.2: Activities for Financial Intermediaries

Activity 2.2.1 : UNDP-UNEP organize All-Africa Carbon Finance Investment Roundtable. Event could be organized twice a year for two different sub-regions.

2.3: Activities for UNDP Country Offices

Activity 2.3.1 : Regional CDM Workshop I: URC & UNDP to organize the first of two All-Africa CDM workshop for UNDP's energy/environment country officers. Speakers to include regional CDM consultants, UNDP & UNEP experts. Possible venue: UNEP HQ Nairobi. Objective is to enable UNDP prog officers identify & prepare CDM projects for MDG Carbon.

Activity 2.3.2 : Regional workshop II: URC & UNDP-NY to organize second regional All-Africa CDM workshop for UNDP's energy/environment officers. Same group of participants should ideally attend this second regional workshop. Objective is to enable UNDP prog officers identify & prepare CDM projects for MDG Carbon.

Activity 2.3.3 : UNDP, URC and UN Country Offices to prepare 2 or 3 sub-regional (4-6 countries) CDM capacity development proposals that maximise synergies between individual country activities, support South-South technical exchanges and enable cost effective service delivery.

Activity 2.3.4 : Develop PIN channelling procedures. Outline follow-up steps for UNDP/UNEP staff in terms of how identified PINs can be channelled to MDG Carbon or other buyers/managers.

3. Global-Level Activities

3.1: Web-based Knowledge Platform

Activity 3.1.1 : URC to identify (in cooperation with UNDP) & other partners a CDM-related capacity building tool (e.g. a guidebook or a manual) to be jointly conceptualized & designed. Such tool could be targeted at the wide CDM community or an internal tool used in-house by UNDP country offices.

Activity 3.1.2 : URC and UNDP to exchange existing CDM manuals and training materials for possible inclusion in knowledge platform.

Activity 3.1.3 : UNDP to develop an online capacity development resource, provisionally termed the 'Knowledge Platform'. Available on the internet, this resource will principally be focused toward UN country office support needs, but will be accessible to other parties (e.g. DNAs , project proponents, etc.) as well.

Activity 3.1.4 : UNDP to develop a CDM Methodology Selection Tool to streamline project development by project proponents

3.2: Publications & CB Tools

Activity 3.2.1 : URC, UNDP, WB's CF-Assist, GTZ, & IGES to conduct a brainstorming meeting to identify a list of Africa-specific CDM capacity building tools and manuals that could be produced by these entities.
