The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a).
1. For scenario P1PII (Power generation by LFG for own consumption at landfill) and for scenario the P1PIII (Power generation by LFG for consumption at brick factory) the investment period for NPV analysis is considered as 16 years while for other scenarios it is 21 years. In the validation report on page 28 the DOE states that investment period for NPV analysis is considered as 21 years. DOE shall provide information in the validation report that is consistent with NPV calculations in excel sheet.
2. DOE has not provided opinion in the validation report on how the sale price of LFG to brick factory and cost of coal for brick factory has been validated.
3. DOE has not provided validation opinion on why there is difference in investment cost for alternative P1PII (Power generation by LFG for own consumption at landfill) and alternative P1PIII (Power generation by LFG for consumption at brick factory) when both the alternatives assume installation on 500 kW power generator.
