Submission incomplete:
1: The DOE is requested to address the inconsistency of the benchmark value as per VVS for PA paragraph 100.
The PDD page 13 has the provision that the benchmark value applied in the investment analysis is 16.63%, whereas 15.1% is mentioned in the PDD page 15, tab Valuation cell C80 and tab Inputs cell C11.

2: The DOE is requested to address this issue as per paragraph 107 of the PS for PA.
The validation report page 20 reports that there is no host part specific roles for local stakeholder consultation (LSC) and the page 21 confirms that the timing of LSC is concluded in accordance with project standard requirements. However, the DOE is requested to provide clarification on how the LSC has been carried out as per paragraph 107 of the PS for PA considering that the LSC meeting took place on 11/02/2019 as per the PDD page 35, whereas the project start date is 14/12/2017 as well as the global stakeholder consultation starting date is 16/03/2019. It is also noted that the appendix 6 of the PDD is not visible.
