Submission incomplete:
1: Secretariat noted that project participant in PDD under section B.6.2 ‘Data and parameters fixed ex ante’ has mentioned Southern regional grid emission factor value after consideration of annual technical grid losses on account of transmission and distribution. This is also observed under CER calculation excel sheet under excel work books ‘Weighted Emission Factor’ and ‘Emission Factors’.

The DOE is requested to substantiate how this approach is in accordance with the ‘Tool to calculate the emission factor for an electricity system’, version 5.0 and the applied methodology whereby there is no provision to take into account annual technical grid losses while determining the grid emission factor.


2: Secretariat noted that project participant has used methodological choices from AMS-II.Q as mentioned under section B.6.1. ‘Explanation of methodological choices’. However, these methodological choices were not used in its entirety under section B.6.3. ‘Ex-ante calculation of emission reductions’ where sample emission reduction calculation were provided. The following inconsistencies were noted;

Under B.6.1. project participant referred formulae from para 22 of AMS-II.Q as follows;

PEref,y – Will be considered in case of physical leakage of refrigerants with a GWP greater than zero, from new cooling equipment in year y, determined in accordance with relevant provision in AMS-II.K. (tCO2e/yr)

and further elaborated that;

The project participant is requested to use methodological choices mentioned under section B.6.1 referred from para 22 of AMS-II.Q, consistently under section B.6.3.

The project participant is requested to submit revised PDD and the DOE is requested to provide revised validation report providing its validation statement about consistency of methodological choices used in the PDD under section B.6.1 and B.6.3.
