The DOE is requested to describe how it has validated the suitability of the input values used in the financial calculations as per VVS version 2 paragraphs 120 and 123 (a).
According to EB 62, Annex 5, “Input values used in all investment analysis should be valid and applicable at the time of the investment decision taken by the project participant”. The PP uses the EPC contract dated 30 December 2011 as source of input values, which is after the start date (29 December 2011) of project activity.
