The PP/DOE are requested to list all relevant assumptions, data, input values and references used in the investment analysis and the results of the investment analysis as per EB 48 Annex 60 paragraph 10 (a).
1.The DOE is requested to provide further information on how it validated the total cost of the project in accordance with paragraph 111 (a) of the VVVM ver 1.2. In doing so, the DOE shall provide details how this value was cross checked in accordance with paragraph 111 (b) of the VVM ver 1. The DOE shall also justify how it deemed that the cost/MW as provided in the MERC tariff order is not appropriate for the project and why the cost/MW as provided by M/s Vestas is higher than the tariff order (since other financial input parameters are based on the tariff order).
2. The DOE is requested to clarify how it validated the escalation rate of O&M costs (7.5% uptill 5 years) parameter to be valid and applicable at the time of the investment decision in accordance with paragraph 6 of EB 62 Annex 5 given that this was sourced from a signed contract . The DOE shall provide details on the contract signed and clarify why has the O&M escalation rate not been uniformly sourced from the MERC tariff Order?
