The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraphs 111 (a) and 114 (a) and (c).
In particular, the DOE shall explain how it has validated the revenues in the project activity scenario, considering the following:
a) although the mentioned stoppage time for Units 1 and 2 were 90 and 82 days respectively, it was noted that for the first year considered in the investment analysis (i.e. 2008), no electricity is generated for the whole year and for the second year (i.e. 2009), only 1/4 of the total electricity generated is considered;
b) "loss of profit" is already taken into account as a separate input value to the analysis, therefore it is not clear how the DOE has assessed that the revenues based on electricity generation shall also take the stoppage time into consideration.
