Submission incomplete:
1: The DOE is requested to describe how each applicability condition of the methodology/ies is fulfilled by the project activity as per VVS version 2 paragraphs 76 and 77.
The validation report does not contain information on how the DOE assessed that the project complies with applicability condition (d) of ACM0001 version 13. In particular, the DOE has not provided information on how it assessed that the project does not reduce the amount of organic waste that would be recycled in the absence of the project activity in the region attended by the landfill, if any.

2: The DOE is requested to describe how it has validated the steps taken to assess the identification of the baseline scenario of the project activity as per VVS version 2 paragraphs 91-95.
The PDD, page 14 states that "the organic fraction of the solid waste has not been recycled, treated aerobically and incinerated prior to the project implementation, and there are no changes on the operation of the landfill site , therefore LFG3, LFG4, LFG5 are not credible and realistic baseline scenarios." The validation report does not contain information on how the DOE assessed that part of the organic fraction of the solid waste was not recycled, treated aerobically or incinerated and not disposed in the SWDS, in order to disregard baseline alternatives LFG3, LFG4 and LFG5. Please refer to VVS version 02, paragraphs 91 - 95.
