Submission incomplete:
1: The DOE is requested to state whether the data and parameters are conservative and appropriate if they are fixed ex-ante (not need to monitor) during the project activity crediting period as per VVM v1.2 paragraph 91.
The DOE shall explain how it has validated that the conservativeness and appropriateness of QWCM,BL (Quantity of waste energy generated prior to the start of the project activity) as per ACM0012 version 4 (page 31). In doing so, please provide the historical production data of the semi coke plants.

2: The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 111 (a) & (b).
(i) Please provide a breakdown of the total investment cost.
(ii) The DOE shall explain how it has validated that the components of the O&M costs of the project activity are comparable with the similar projects used for cross-checking.
(iii) The DOE shall explain how it has validated the suitability of the applied tariff.
(iv) The DOE shall explain how the DOE has validated that the notification of the tariff issued by the provincial DRC is applicable to the project activity. In doing so, please also specify the code of the notification of the tariff issued by the provincial DRC.


3: The DOE is requested to report how it has validated the scope of the common practice analysis as per VVM v 1.2 paragraph 121 (a).
The DOE shall explain what is the geographical area for common practice and how the DOE has validated the appropriateness of it given that the projects in Shanxi Province are considered whereas the project activity is located in Xinjiang Uygur Autonomous Region.
