Submission incomplete:
1: The PP/DOE are requested to explain the methodological choices for the calculation of the baseline, project emissions and emission reductions as per EB 48 Annex 60 paragraph 10 (a).
As per paragraph 33 and 34 of AMS III.H, version 16 the project ex post emission reductions shall be based on the lowest value of the following: (i) The amount of biogas recovered and fuelled or flared (MDy) during the crediting period, that is monitored ex-post; (ii) Ex post calculated baseline, project and leakage emissions based on actual monitored data for the project activity. This requirement is not specified in the PDD and validation report.

2: The PP/DOE are requested to list all the data and parameters to be monitored in line with applied methodology as per EB 48 Annex 60 paragraph 10 (a).
Monitoring plan in the PDD does not include monitoring of: (a) temperature in exhaust gas of the flare as required by "Tool to determine project emissions from flaring gases containing methane, version 1". (b) final application of sludge as required by paragraph 37, parameter no. 3, page 19 of applied methodology.

3: The DOE is requested to state if the baseline methodology is correctly applied to calculate project/baseline emissions, leakage and emission reductions as per VVM v1.2 paragraph 92(d).
As per paragraph 27 (b) of AMS III.H version 16, the an ex ante measurement campaign shall be implemented to determine the COD removal efficiency of baseline system and the measurements should be undertaken during a period that is representative for the typical operation conditions of the systems and ambient conditions of the site. The Validation Report does not define how the 10 day measurement campaign to determine the COD removal efficiency was conducted during period that was representative for the typical operation conditions of the systems and ambient conditions of the site.
