The PP has provided investment analysis spreadsheets which includes calculation of the cash flow analysis for both with and without technologies for the entire construction project. The PP shall provide investment analysis calculations of the proposed CDM project component only which includes efficient air conditioning and water heating systems including their associated investment costs, energy savings etc. to confirm that the proposed project scenario is not economically attractive without CDM benefits. Refer Para 68 of PS version 03.0.

The PDD mentions in section B.7.2 that there is no sampling plan applicable. However, PDD also mentions that the monitoring parameter such as electricity consumed by heat pumps and heat recovery system will be monitored on sample basis. The PP shall provide further information regarding the application of sampling standard in monitoring the parameter required by the methodology. Refer para 77 of PS version 03.0.

The PDD and validation report mention that the energy – efficient project equipment is between 90% and 150% of the service level of the baseline equipment as required by the methodology to be applicable. The DOE shall provide further information how it confirms that the project activity meets the applicability criterion of the methodology considering that no quantitative information for project and baseline equipment e.g. rated capacity or output are provided. Refer Para 62 of VVS for project activity, version 03.0

The PDD while establishing the baseline scenario mentions that the "investment was the principal and most relevant barrier because the total investment cost involved in the project activity encourage to the project proponent...". The DOE shall provide information how it validated that the project investment cost is a barrier considering the substantial savings that arise due to energy savings in the project.
