A. It is noted that the proposed project activity involves technology/measure to install wind electric generators. It is also noted that for application of step 2 of the common practice tool, project proponent considered thermal, hydro and wind projects as similar projects. The project proponent is requested to clarify how the selection of thermal, hydro and wind projects as similar projects is in-line with the requirement under step 2 of the common practice tool, that needs to consider similar projects which apply the same measures as the proposed project activity.
B. Further, step 2 of the common practice tool need to identify similar projects (both CDM and non-CDM) while it is noted the project proponent identified projects which have not applied or registered under CDM. The project proponent is requested to confirm that their selection of the projects under step 2 meets the requirement to consider both CDM and non-CDM projects.
C. Additionally, the project proponent has selected 48 wind projects that meets criteria as mentioned under step 2 of the common practice tool, however, a quick review of CDM data base indicates that there are more than 55 projects including those registered with the CDM and seeking registration with the CDM prior to the start date of this project activity and having capacity ranging between 22 MW to 66 MW from same geographical region (India) applied by the project proponent. Noting this observation, the project proponent is requested to confirm the selection of the similar wind projects under step 2 of the common practice tool.

The DOE is requested to validate the common practice analysis conducted by the project proponent and confirm that the analysis conducted by the project proponent meets the relevant requirements from the common practice tool.
