Submission incomplete:
1: The DOE is requested to include description of the process taken to validate the accuracy and completeness of the project description in VR as per VVM v1.2 paragraph 64(a).
In particular, the DOE shall provide information:
a) to clarify whether the power generated by the project activity is consumed by the mines where the project activity is implemented; in doing so, please provide historical power demand at the mines;

b) regarding the retrofit that the extraction system underwent in early 2008 including: i) a description of the retrofit with technical details where applicable; ii) the CMM utilization activity prior to the retrofit; iii) the equipment and the facilities installed during the retrofit, and vi) the equipment and the facilities that were abandoned after the retrofit.

2: The DOE is requested to describe the steps taken to assess the identification of the baseline scenario of the project activity as per VVM v1.2 paragraph 87.
In particular, the DOE shall provide further information on how it has validated the elimination of the following alternative scenarios:

Alternative scenario 4: Grid connected power generation plant: i) if it being less financially attractive compared to the captive power can be considered a "prohibitive barrier"; and ii) whether any preferential tariff applicable for power generated by CMM was considered for exporting to the grid.

Alternative scenario 6: Feeding into pipeline: what the prohibitive barriers that this alternative scenario faces.

For the assessment of the prohibitive barriers, please refer to Guidelines on the objective demonstration and assessment of barriers (EB 50 Annex 13).

3: The DOE is requested to confirm the accuracy of the financial calculations carried out for the investment analysis as per VVM v 1.2 paragraph 114 (c).
In particular, the DOE shall clarify how it has validate it appropriate to account VAT on the savings made from the avoided power and coal costs in cash outflow.

4: The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a).
In particular, the DOE shall provide further information on the validation of the following parameters:
a) the static investment, providing breakdown of the costs, particularly for the remaining 12.6 million RMB out of 32.6 million RMB;

b) the savings made from the avoided cost of coal for heating: i) the price of coal, taking into consideration of the quality of the coal used in the baseline; ii) NCV of coal, whether the the value of 20.9 MJ/kg represents the coal used in the baseline for heating; and iii) baseline boiler efficiency of 80%, justifying the applicability of the tool (EB48, Annex 12).

5: The DOE is requested to provide information on how it has validated the suitability of the benchmark as per VVM v 1.2 paragraph 114 (b).
In particular, the DOE shall provide information on:
a) how it has validated the coal sector benchmark to be the most suitable benchmark for the project participant, Baiyin Jieneng Thermalelectricity;

b) if the applied benchmark is an equity IRR benchmark and if it is consistent with the cashflow.
