Submission incomplete:
1: The DOE is requested to report how it has validated the scope of the common practice analysis as per VVM v 1.2 paragraph 121 (a).
Page 29 of VR states that Gansu province has been selected as the geographical scope for the common practice analysis but the project is located in the Xinjiang Uygur Autonomous Region.

2: The DOE is requested to provide information on how it has assessed the existence of the similar projects for common practice analysis as per VVM v 1.2 paragraph 121 (b).
The common practice analysis does not include all the projects in the region commissioned prior to the project start date of 13 June 2011.

3: The DOE is requested to provide information on how the distinctive differences between the project activity and the similar projects identified in the selected scope are justified as per VVM v 1.2 paragraph 121 (c).
The list of project considered for the common practice analysis is not provided in the validation report. Page 29 of validation report states that 2 projects are identified as non CDM projects whereas only one project is identified as non CDM project in the PDD (page 17). Also, the weblink referred as the reference for the data on common pr actice analysis is not accessible.
