Submission incomplete:
1: The DOE is requested to describe how it has assessed the application of the equations and parameters for the calculation of emission reductions as per VVS version 2 paragraphs 97 and 99 (d) (e).
The PDD, page 18 defines parameter BEEC,y as "Baseline emissions from grid electricity consumption". However, on page 20 it states that ECBL,k,y is the "quantity of electricity consumed by the baseline electricity consumption source k" and that "the electricity consumption sources k in the tool corresponds to all sources of electricity consumption in baseline." The DOE is requested to clarify how the quantity of electricity consumed in the baseline was calculated, in particular, which sources of electricity consumption were considered.

2: The DOE is requested to verify the justification of the data used for the ex-ante emission reduction calculations as per VVS version 2 paragraphs 98, 99 (a) (b) (c) and 100.
The validation report, page 25 states that "as per the scenario A of the Tool to calculate baseline, project and/or leakage emissions from electricity consumption (Version 01), default value the emission factor for electricity generation (EFEL, k, y) as 1.3 tCO2/MWh (Option A2)". However, the DOE has not provided information on how the project activity complies with the conditions of the Tool which states that “A value of 1.3 tCO2/MWh may be used if (a) Scenario A applies only to project and/or leakage electricity consumption sources but not to baseline electricity consumption sources; or (b) Scenario A applies to: both baseline and project (and/or leakage) electricity consumption sources; and the electricity consumption of the project and leakage sources is greater than the electricity consumption of the baseline sources”.
