1: The PP/DOE are requested to list and detail in the PDD all the data and parameters to be monitored as required by the applied methodology(ies) and/or the selected standardized baseline(s), as per PS version 09.0 paragraph 64.
The PDD (p 28) states that the net electricity generation from the WTG is calculated based on the electricity generated by installed WTG of the project (EG Controller, WTG), the total electricity generated by all the connected WTGs to the applicable metering point, 33 kV/220 kV (EG Controller, metering point), electricity import by the WTG at the metering point (EG Import, metering point) and electricity export by the WTG at the metering point (EG Export, metering point). Further information is required on 1) why the monitoring plan (B.7.1) does not include these parameters as per the applied methodology and 2) how the calculation of the electricity import based on “Generation Ratio at metering point” (GR, metering point) is in line with the applied methodology.
2: The DOE is requested to describe how it has validated the compliance of the monitoring plan with the applied methodology(ies) and/or standardized baseline(s) as per VVS version 09.0 paragraph 149 (a) (c) and 150 (a), and where applicable SS version 04.1 section 6.
The DOE (P 23) states that “Net electricity supplied to the grid is a calculated as the difference of monitored values of Net Export and Net Import from the grid.” However, the PDD (p 28) indicates that the net electricity supplied to the grid is calculated based on the apportioning approach. The DOE is required to further substantiate 1) how the monitoring plan in the PDD is in line with applied methodology as the monitoring plan does not include the monitoring parameters required for the calculation of the net electricity supplied to the grid and 2) how the calculation of the electricity import based on “Generation Ratio at metering point” (GR, metering point) is in line with the applied methodology as “GR, metering point” is the ratio based on the electricity generation.
