Info Report Check
Submission incomplete:
The DOE is requested to indicate if the baseline methodology is correctly applied to identify baseline scenario and alternative baseline scenarios as per VVS version 3 paragraphs 89 and 90.
For alternative 4 – DOE has confirmed that the 16 ton boiler installed on 2009 during phase I as part of the facility operation was initially considered as coal fired boiler only, the PDD and validation report quote “at the appearance and characteristics of SCG (SCG looks exactly similar to the coal, it is brownish black powder), COVL then decided to trial the usage SCG as an alternative fuel through a gradual introduction to reduce coal consumption”. According to PDD page 11, this phase I ,16 tons boiler consumes 7,136 tons/year of Spent Coffee Grounds + Coal (amount is not provided) while the 25 tons boiler of the proposed project activity will consume 13, 547.55 tons of Spent Coffee Grounds + 18,658.93 tons/year of Rice husk. The DOE/PP assumed that the baseline is the installation of coal fired boiler increases the calculation of the baseline emission reductions. However, based on the information above, it appears that in absence of the project activity a similar boiler as phase I would be installed.
DOE shall further validate how the alternative 4 has been excluded since based on the submitted PDD, it appears that in absence of the project activity, a mixed fuel boiler which operates on coal and Spent coffee grounds (similar to phase I), would be installed for phase 2. (Please refer to the General Guidelines to SSC CDM methodologies, version 19 paragraph 22, step 3 and step 4).
