The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a).
(i) The DOE is requested to provide information on how has validated the suitability of the Salary and welfare cost, in particular, the annual salary and number of employees. The DOE simply states that the salary for the proposed project is calculated as the number of employees (4) multiplied with the average annual salary (60,000 RMB per person). Also, please justify the appropriateness of the comparison of the unit salary with other registered CDM projects in Inner Mongolia Autonomous Region. It is because the range of 2.83RMB/kW to 31.51RMB/kW seems to be greatly wide to be useful for comparison.
(ii) Please justify the appropriateness of the comparison of the material cost with other registered CDM projects in Inner Mongolia Autonomous Region. It is because the range of 3.99 RMB/kW to 30.14 RMB/kW seems to be greatly wide to be useful for comparison.
(iii) Please provide details of the cross checking references used to state that the insurance fee 0.25% of total static investment is widely used for wind projects in China.
(iv) Please clarify why in the other cost breakdown have been included: insurance, material cost, and salary and welfare, since these costs seem to be already included as separate parameters in the investment analysis.
