Submission incomplete:
1: The PP/DOE are requested to list all relevant assumptions, data, input values and references used in the investment analysis and the results of the investment analysis as per EB 48 Annex 60 paragraph 10 (a).
The PDD contains a copy of the spreadsheet used for the IRR calculation however the input values and its respective references, are not listed in the PDD.
2: The PP/DOE are requested to list all the data and parameters to be monitored in line with applied methodology as per EB 48 Annex 60 paragraph 10 (a).
According to the Methodology ACM0001, the parameter FCH4,BL "Amount of methane in the LFG which is flared due to a requirement in year y", is required to be monitored annually for projects applying case 2 of Step A.2. However this parameter is not included in the PDD.
3: The DOE is requested to describe all the assumptions/ data/references listed in the PDD for the baseline identification as per VVM v1.2 paragraph 87 (a).
The DOE validated that FCH4,BL,y "methane that would have been captured and destroyed" (by flaring) is zero as there is no regulation to destroy methane. However in page 19 of the validation report, the DOE mentions the Decree No. 59/2007 (reference 34) which regulates LFG capture and destruction from the landfill and states that "the landfills in Vietnam do not follow relevant regulation so the compliance rate is very low".
Therefore the DOE is requested to address this inconsistency and provide further information on:
i) the selected approach used to calculate the FCH4,BL, in accordance with ACM0001 version 12 page 10; and
ii)current regulations regarding LFG capture and destruction in Vietnam.
