1: The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a).
In particular, please clarify (i) how the project investment (CAPEX) was cross checked against third-party or publicly available sources. It is since the DOE has dismissed the use of data from similar projects and doesn’t provide the value of the contract agreement for supplies and services for the electromechanical and hydromechanical portion and construction contract; (ii) how the total operational costs were cross checked against third-party or publicly available sources. Doing so, please clarify what are the “other fixed charges” included in this parameter (see table in pag. 18) and what are the costs included in the Operational and maintenance costs described in the page 19 of the validation opinion; (iii) how the DOE has validated that the EBIT rate used for the “Business Plan” dated on 04/06/2008 has been taken from the Memo on other taxes and fees- HPP project in Albania which is dated on 08/05/2008; (iv) what is the source of the applied tariff in “Business Plan” and what is the third-party or publicly available source used to cross checking; (v) how the PLF was cross checked against third-party or publicly available sources.

2: The DOE is requested to include information on how it has validated sensitivity analysis of the investment analysis as per VVM v1.2 paragraph 111 (e).
In particular, please provide details about under what conditions variations in the result would occur and the likelohood of these conditions.
