Submission incomplete:
1: The DOE is requested to state if all assumptions/ data/references used in the PDD for emission reduction calculations are in line with the methodology as per VVM v1.2 paragraph 92(a).
(a) The DOE is requested to substantiate how the DRB has been demonstrated, considering the PDD page 18 shows that there is a decrease in total area of forest from 2005 to 2011;
(b)The DOE needs to further explain how the increase in fuel wood price can be demonstrated based on data on expenditure for both cooking and lighting.

2: The DOE is requested to provide information on the steps taken to validate the project starting date as per VVM v 1.2 paragraph 104 (a).
The DOE is requested to explain how it has validated the project start date in line with the CDM glossary of terms. In particular, how it is considered appropriate in the absence of the other dates (e.g. date of the purchase of the improved cook stoves).

3: The DOE is requested to describe the steps undertaken to assess if the monitoring arrangements are feasible to be implemented within the project design as per VVM v1.2 paragraph 124(b).
The VR page 70 states that the sample size determination for all the parameters is as per the Guidelines for sampling and surveys for CDM Project Activities and Programme of Activities EB 69 Annex 5 and that the PP has used exact equation as per the requirements mentioned in paragraph 48. However, the DOE is requested to explain how the calculation for sampling size for the parameter efficiency of the system being deployed in the project activity (which is mean value of parameter) is appropriate, given that it was calculated based on equation to determine the proportional parameter of interest.
