Submission incomplete:
1: The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a). In particular,
i) The PP/DOE shall provide information as to why the FSAR was conducted and the essential distinction between the FSR and FSAR.
ii) The DOE shall provide information whether the FSAR was approved by the local authority.
iii) The PP/DOE shall provide information regarding the source of the input values in particular the Gross capacity, total investment cost, construction period and financial period, as PDD referred that they are sourced from Technical design report.


2: The DOE is requested to provide information on how it has validated the suitability of the benchmark as per VVM v 1.2 paragraph 114 (b).
The DOE shall explain the inconsistency in the information regarding the benchmark used in the PDD and validation report.
The VR (page27), states 13.65% as a post tax benchmark, while in the PDD, it is compared with pre-tax project IRR.
