1: Where the applied methodologies or the other applied methodological regulatory documents allow for selection between options for equations or parameters, the DOE shall determine whether adequate justification has been provided (based on the choice of the baseline scenario, context of the proposed CDM project activity and other evidence provided) and that the correct equations and parameters have been used, in accordance with the applied methodologies and the other applied methodological regulatory documents (paragraph 111 of VVS for PA).
The DOE (p 15) states that "FCH4,RG,m" is considered as ‘0’ because the PP assumed continuous electricity generation without stoppage in ex-ante calculation." Since the proposed project activity is to collect and flare landfill gas and there is no electricity generation component in the proposed project activity, the DOE is required to provide further information on how it validated "FCH4,RG,m" as zero.
2: The Board agreed at EB 108 (December 2020), as temporary measures pending CMP guidance at CMP 16, to process requests for renewal of crediting periods that have a crediting period starting on or after 1 January 2021 (paragraph 7 of the EB 108th meeting report).
Since the new crediting period of the project activity starts after 1 January 2021: (a) the PP is required to acknowledge and accept the risk that it may not be possible the issuance of certified emission reductions (CERs) for the emission reductions achieved by the project activity for the monitoring periods starting on or after 1 January 2021 by submitting the risk acknowledgement and acceptance statement using the form CDM-RAA-FORM available at: https://cdm.unfccc.int/Reference/PDDs_Forms/index.html; (b) in converting emission reductions achieved on or after 1 January 2021 to carbon dioxide equivalents in project design documents, the PP is required to apply as global warming potential values the lowest value from the Intergovernmental Panel on Climate Change (IPCC) assessment reports for each greenhouse gas for a 100-year time horizon available at: https://cdm.unfccc.int/Reference/CDM_note.html and (c) the DOE is required to raise a forward action request (FAR) in its validation report that requires the PP to: (i) apply any GWP values that may be adopted by the CMP for the period from 1 January 2021 in its monitoring reports for any emission reductions achieved by the project activity in that period; and (ii) update its project design document in accordance with any requirements of the CMP guidance.
3: The DOE shall determine whether the project participants have completed the local stakeholder consultation in accordance with the relevant requirements in the “CDM project standard for project activities” (paragraph 130 of VVS for PA).
The PDD (p 33) states that "The survey conducted at the Min village which is the immediate vicinity to the proposed project, Thaung Inn Myauk Inn Landfill Gas to Energy project in order to identify the perception of community likely affected by the project activities as well as their social impacts" and the DOE (p 18) states that "The local resident residents were provided with the general explanation and the plans for installation of the LFG collection system and generators for the project activity". Since the proposed project activity does not include any utilization of landfill gas and the both the PDD and the validation report refer to "Landfill Gas to Energy project", the DOE is required to provide further information on how it validated that the local stakeholder consultation .
