Submission incomplete:
1: The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a).
In doing so, please provide information on how it has validated:
a) the criteria for the selection of the registered projects used to compare the values, explaining why those particular three projects were used to compare the values to,
b) the operational expense (COST/EXPENDITURE) as validation of some components is not provided, such as "TSUD" and "other operational cost",
c) the components included under O&M costs: i) for other projects that were compared to, and ii) in the 5% recommended in “Manual of guidelines for SHP Eletrobras”;
d) the unit for the energy price as the validation report page 26 mentions R$ 144 but it is not clear if this is the price per kWh or MWh,
e) the amount of power sold to the grid, including information on how it has validated the Plant Load Factor (PLF) in line with EB 48 Annex 11 paragraphs 4 and 5.

In addition, please provide English translations of the relevant sections of the reference used for the validation of the input values.

2: The DOE is requested to provide information on how it has validated the suitability of the benchmark as per VVM v 1.2 paragraph 114 (b).
In particular, the inflation rate of 2.7%, country risk premium of 7.5% and global risk premium of 4.1%. In doing so, please provide exact source of data and the publication date of the source and English translations of the relevant sections of the reference used.

3: The DOE is requested to report how it has validated common practice analysis as per VVM v 1.2 paragraph 121.
In doing so, please provide further information on the provision of the law that stated that "all plants should celebrate its contracts with Eletrobras until June 2004" and what implication it has, particularly the differences it imposes on the projects implemented after 2004. Please also provide English translation of the relevant sections of the references used.
