Submission incomplete:
1: The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a).
The DOE has checked the signed construction contract, to validate the total static investment. However, it is not clear how much it contributes to the total investment. Furthermore, it has not provided its validation regarding the rest of the investment which was not included in the contraction contract.

2: The DOE is requested to provide information on how the distinctive differences between the project activity and the similar projects identified in the selected scope are justified as per VVM v 1.2 paragraph 121 (c).
It is not clear how the DOE concluded that 3 similar projects (Niujiawan 3 Stage, Sanjiang Meiya and Shazui) had better geology conditions than the project activity, as it does not mention any reference. And as for Tongkou power plant, the DOE has not explained why the project can not obtain the tariff as high as Tongkou.
