The DOE is requested to indicate if the baseline methodology is correctly applied to identify baseline scenario and alternative baseline scenarios as per VVS version 2 paragraphs 89 and 90.
The DOE is requested to further substantiate how it has concluded that "the best available baseline alternative is diesel based gen set" (VR p41) as the PDD (p 11) indicates that VAM chiller which requires the waste heat recovery from the in-situ electricity generation is not part of the baseline. Furthermore, if the baseline chiller is also a VAM chiller hence diesel engine is part of the baseline, the DOE is requested to explain why the equation 1 of the PDD (page 22) does not consider electricity generation from the diesel engine, as diesel engine would have also supplied the electricity to the building.
