1: The DOE is requested to describe how it has validated the suitability of the input values used in the financial calculations as per VVS version 09.0 paragraph 129 (a) (b) (c).
(ISSUE 1)
PDD page 16 states that “the PLF is based on the energy estimate report by Hydro Tasmania dated 31/08/2013 available during investment decision which is conservative”, whereas Validation report page 14 and reference no. 26 confirm that the PLF assessment report prepared by Entura Hydro Tasmania is dated on 10/07/2014 which is not consistent with the date 31/08/2013 mentioned in the PDD page 16 and which is not available at the time of investment decision on 29/04/2013 as indicated on Validation report pages 11 and 14.
(ISSUE 2)
The Validation report page 13 and reference number 58 confirms that the inflation rate (5.90%) used to calculate the bench mark is resulting from the Results of 24th Round of Survey of Professional Forecasters on Macroeconomic Indicators on 16/04/2012; however, it is found that:
(a) Page 1 of the 24th round report indicates that the survey responses were received during 2-13 July 2013, which is after the investment decision making date on 29/04/2013.
(b) It is also noted that the date displayed on the Reserve Bank of India for the 24th round report is 29 July 2013 which is not the date 16/04/2012 as mentioned in the validation report page 13 and which is after the investment decision making date on 29/04/2013.
2: The DOE is requested to report how it has validated common practice analysis as per VVS version 09.0 paragraphs 138 and 139.
PDD page 19 states that the project start date is 22/10/2013; however, both PDD page 17 and Validation report page 18 have the provision to apply the project start date 29/04/2013 to determine the commercial operation time as per paragraph 14 (f) of the Tool common practice.
3: The DOE is requested to verify the justification and appropriateness of the fixed data and parameters used for the emission reduction calculations as per VVS version 09.0 paragraphs 142 (a), 144 (a) (b) (c) and 145.
The spreadsheet “EF” uploaded does not include the required information and data as per the Tool to calculate the emission factor for an electricity system paragraph 97. The DOE is requested to provide the spreadsheet which should contain the required information and data as per the Tool to calculate the emission factor for an electricity system paragraph 97.
