The DOE is requested to provide information on how it has validated the suitability of the benchmark as per VVM v 1.2 paragraph 114 (b).
The DOE shall explain how it has validated that the 10% benchmark is applicable to the project activity, in particular, how it has validated that the project activity is located in a rural area. In doing so, please also specify what evidences and public information state that the location of the project activity is in a rural area, and how rural area has been defined.
