1: The DOE is requested to describe the process taken to validate the accuracy and completeness of the project description as per VVS version 2 paragraphs 64-68 and 69 (a) (b).
In particular, please clarify whether the project activity is a LRT as indicated in the project title, metro as indicated in page 2 of the PDD or Regional Fast Rail as indicated in page 4 of the PDD. In doing so, please provide clear definition of LRT, metro or Regional Fast Rail and justify objectively and quantitatively, where applicable, why the project activity is either LRT, metro or Regional Fast Rail.
2: The DOE is requested to describe how it has validated the steps taken to assess the identification of the baseline scenario of the project activity as per VVS version 2 paragraphs 91-95.
The applied methodology requires the project participant to demonstrate that "the existing transport system would be sufficient to meet the
transportation demand that will be met by the project system." The DOE shall further clarify how it has validated that the existing transport is sufficient to meet the baseline demand, providing quantitative assessment of the projected demand during the crediting period.
3: The DOE is requested to describe how it has validated the project starting date as per VVS version 2 paragraphs 106 and 112 (a).
The DOE is requested to clarify the event that took place on the date identified as project start date (1October 2010) and how it has validated it to be the earliest date as it is not clear in the validation report page 15 if the project start date as validated by the DOE refers to when the "The construction contract" was signed.
4: The DOE is requested to describe how it has assessed the option/ approach taken by the project participant to demonstrate additionality as per VVS version 2 paragraphs 103, 159 and 160.
The applied methodology page 5 states " If MRTS projects are implemented in non-LDCs and face the first-if-its-kind barrier, the latest version of the EB "Guidelines on additionality of first-of-its-kind project activities" shall be followed to demonstrate the additionality of these project activities." The DOE is requested to provide further information on how it has validated the project activity MRTS to be first-of-its-kind. In doing so, please provide validation on the essential distinctions between the project MRTS and the existing rail based MRTS, including metros and urban rails as well as the trams, within the LUZ where the project activity is implemented. In doing so, please provide objective and quantitative assessment, where applicable.
