1: The DOE is requested to describe the steps taken to assess the identification of the baseline scenario of the project activity as per VVM v1.2 paragraph 87.
The DOE is request to confirm whether the recipient plant is greenfield recipient. If so, the energy generation for such a reference facility, including the fuel (either available in host country or imported without any supply constraint), should be determined based on the investment analysis. Please refer to methodology page 9.
2: The DOE is requested to state whether the data and parameters are conservative and appropriate if they are fixed ex-ante (not need to monitor) during the project activity crediting period as per VVM v1.2 paragraph 91.
In VR page 33,34, it states,As per the specification of the employed gas turbine generators (TITAN 130) /46/, the gas consumption of unit set is 8,797Nm3/h and thus the total COG consumption by the installed two gas turbine generators would be 17,594Nm3/h or 105,564,000Nm3/yr (6,000h operation hours); it appears to be inconsistent with the project description in PDD page 2 ,Shandong Jikuang Morningsun Thermal Power Co., Ltd will recover the waste COG from Shandong Jikuang Morningsun Coal Chem. Ltd about 158,604,000 Nm3 per year.
3: The DOE is requested to confirm the accuracy of the financial calculations carried out for the investment analysis as per VVM v 1.2 paragraph 114 (c).
The PP/DOE is request to provide information on 1)The relationship between Shandong Jikuang Morningsun Thermal Power Co., Ltd , and Shandong Jikuang Morningsun Coal Chem. Ltd 2)crosscheck of COG price, the quantity of N2gas, diesel and water, the maintenance cost and the PLF
4: The DOE is requested to describe the steps undertaken to assess if the monitoring arrangements are feasible to be implemented within the project design as per VVM v1.2 paragraph 124(b).

2)The DOE is requested to substantiate how it has validated that the monitoring plan is in accordance with the requirements of applied monitoring methodology, in particular, regard the monitoring of both generated and delivered electricity and heat.
