1: The DOE is requested to state if the baseline methodology is correctly applied to calculate project/baseline emissions, leakage and emission reductions as per VVM v1.2 paragraph 92(d).
In particular, the VR should provide information regarding how the impact of the project activity in the rest of the units in the hydro power plant was considered (ACM0002 ver. 12.3 p.3 and p.9).
2: The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a).
In particular, the VR should include information regarding:
- The impact, if any, of the units replaced as part of the project, on the generation/revenues derived from the existing units.
- Availability of existing gas-thermal plants owned by the PP which could provide similar generation compared to the proposed project activity. Moreover, information regarding the availability of gas for this scenario should also be included, considering the gas shortage reported on footnote 2 on PDD, p.10.
- The generation losses derived from the stoppage/replacement of the unit undergoing rehabilitation under alternative 1 of the investment analysis (PDD, p. 14), and the appropriate price considered for these losses.
