1: The PP/DOE are requested to provide all parameters used to calculate baseline, project, and leakage GHG emissions by sources or GHG removals by sinks as well as other relevant parameters required by the applied methodology as per PS version 7 para 252.
The PDD (page 27) has considered the annual technical grid losses (T&D) in calculating the weighted combined margin (grid emission factor) value of 1.0135 T/MWh. The DOE is requested to provide information about the appropriateness of the calculated combined margin.
2: The PP/DOE are requested to provide ex-ante calculations of baseline, project and leakage GHG emissions as well as GHG emission reductions of the proposed CDM project activity or CPA , in accordance with the selected methodology(ies), as per PS version 7 paragraph 58 and 59.
(i) The PDD (page 28) has proposed to estimate the emission reductions based on a “weighted baseline emission factor” for grid electricity and diesel. However, the applied methodology (AMS-II.E ver. 10 para 6) requires that “Each energy form in the baseline is multiplied by an emission coefficient”. The DOE is requested to confirm how it validated the compliance of the proposed approach with the applied methodology;
(ii) The PDD (page 45) has explained that there are no project emissions from diesel consumption because the baseline building would have also used DG sets to cater to its electricity requirements under emergency situations. However, the VR (page 26) states that “Project emissions will be considered in emission reduction calculation if and only if the fossil fuel (diesel) is used in the project activity”. The PP/DOE are requested to address this inconsistency.
