Submission incomplete:
1: The DOE is requested to provide information on the steps taken to validate the project starting date as per VVM v 1.2 paragraph 104 (a).
The DOE is requested to clarify the inconsistency of project starting date between the PDD (27/06/2007, signing date of construction of access road to the tunnel and water intake area) and the validation report (25/01/2007, signing date of civil construction contract with the consortium of 5 contractor).

2: The DOE is requested to provide information on how it has validated the evidence provided for prior consideration of CDM as per VVM v 1.2 paragraph 104(b).
The DOE is requested to describe in detail the cross-checking process of the evidences for real and continuing actions to secure CDM status, including the assessment of the authenticity of the evidences as per EB 62 Annex 13.

3: The DOE is requested to provide information on how it has validated the suitability of the benchmark as per VVM v 1.2 paragraph 114 (b).
The DOE is requested to further describe how it validated the appropriateness of the required rate of return on equity, especially for the calculation method of the required rate of return on equity and the consideration of level of project risk.
