Submission incomplete:
1: The DOE is requested to describe if the methodology is correctly applied to determine the most plausible baseline scenario as per VVM v1.2 paragraph 87 (e).
In particular, the DOE shall validate the elimination of the baseline alternative F3 considering it is not clear why natural gas has not been considered into the different fuel mix portfolio.
2: The DOE is requested to state if the baseline methodology is correctly applied to calculate project/baseline emissions, leakage and emission reductions as per VVM v1.2 paragraph 92(d).
1) The DOE shall explain why only two-year historical data (July 2007 - June 2009) were considered in the calculation of the baseline emissions, instead of 3-year data as required by the methodology. It is observed that the fuel switching activity commenced on 5 November 2010 and thus the 3-year data should have been available; 2) The DOE shall explain why the historical fossil fuel consumption has not been crosschecked with the energy balance or fuel invoices as required by the methodology; 3) The DOE shall validate how the NCV of the fossil fuel consumed in the baseline was determined in the PDD. In doing so, the DOE shall validate which data source was used by following the four options stated in the methodology page 29.
