1: The DOE is requested to provide information on the steps taken to validate the actions taken to secure the CDM status between the project starting date and the start of validation as per EB 49 Annex 22 paragraph 8 b.
The DOE is requested to provide further information on why the starting date of the project activity is June 2008 as "Minutes of the meeting between HYCHICO S.A. and WOBBEN" on 29 April 2009 and "Project suspension notice to the CDM consultant " 25 September 2009 (PDD p16) indicated that the project was put on hold and the "Board of Directors minutes" on 12/10/2010 stated "Project reactivation, CDM consideration and request to Deutsche Bank". Furthermore, if the start date is changed, the DOE is requested to provide the further validation as per EB 62, Annex 13 para 2-5.

2: The DOE is requested to provide information on how it has validated the evidence provided for prior consideration of CDM as per VVM v 1.2 paragraph 104(b).
The DOE is requested to further provide information on how the real and continuing actions are in line with EB62 Annex 13 paragraph 6b, in particular the Presentation to International Finance Corporation (IFC) on 19/04/2010 and Board meeting of Directors on 12/10/2010.

3: The DOE is requested to provide information on how it has validated the suitability of the benchmark as per VVM v 1.2 paragraph 114 (b).
The DOE is requested to further validate the suitability of the benchmark (WACC), in particular the inclusion of "country risk" given that the beta value has adopted the data from electricity generation companies in Argentina, which appears to also represent the country risk
