Submission incomplete:
1: The PP/DOE are requested to explain the methodological choices for the calculation of the baseline, project emissions and emission reductions as per EB 48 Annex 60 paragraph 10 (a).
It was observed that the calculation of the emission reductions (i.e. the quantity of energy - 632,628 MWh/y- multiplied by the grid emission factor - 0.426 tCO2/MWh- of 269,499.528 tCO2/y) does not correspond to the emissions reductions shown in the PDD and VR of 269,291 tCO2/y.

2: The DOE is requested to describe the steps taken to assess the equations applied to calculate the baseline/ project emissions, leakage and emission reductions as per the chosen methodology as per VVM v1.2 paragraph 92.
In doing so, the DOE should provide a spreadsheet with the calculation of the grid emission factor and confirm the correct calculation of emission reductions.

3: The DOE is requested to provide information on how it has assessed the credibility of the barrier analysis as per VVM v 1.2 paragraph 118.
In addressing this issue the DOE should provide further information on how Guideline 1 of EB 50 Annex 13 has been complied with, in particular, on the nature of the project participant, its organization, ownership and financial information. In addition, the DOE should provide further information on the 2002 power policy of Pakistan.
The DOE should also provide further information on how the technological barrier claimed is in line with guidelines 4 of EB 50 Annex 13.
Finally, further information is required to substantiate that the project is the first of its kind in Pakistan, including, the technological differences between the proposed project and the similar CDM approved project and the Tarbela and Ghazi Barotha projects.

4: The DOE is requested to describe the steps undertaken to assess if the monitoring arrangements are feasible to be implemented within the project design as per VVM v1.2 paragraph 124(b).
The DOE should provide a validation opinion on how the installed capacity mentioned in the PDD complies with the definition of "Installed power generation capacity" prescribed in ACM0002 version 12.
