1: The DOE is requested to describe the process taken to validate the accuracy and completeness of the project description as per VVS version 7 paragraphs 64-68 and 69 (a) (b).
The diagrams (Figure 2 and 3) of the baseline scenario and the project activity in the PDD (p 6-7) have been changed from the PDD used for GSC. The DOE is requested to provide further information on how it validated this change. In doing so, the DOE is required to provide 1) the information on all the power/heat/cogeneration facilities that have common head or interconnected with the project system, including but not limit to "other generators which being used in order to complete demand requirements of the refinery and as back-up" as mentioned in page 5 of the PDD and 2) the energy balance based on historical data of the consuming facilities, baseline generation facilities and all the facilities interconnected with the consuming faculties. Further, it has been noted that the installed capacity of the gas turbine is 35MW and the PDD indicates that it will be limited to 30MW. The DOE is requested to provide further information on how the 35MW turbine can be limited to 30MW.
2: The DOE is requested to describe how each applicability condition of the methodology/ies is fulfilled by the project activity as per VVS version 7 paragraphs 78.
The DOE is requested to further substantiate how the project activity fulfils the applicability conditions of AM0014 version 4. In particular: (1) the applied methodology states that "The electricity and heat requirement of the consuming facility is generated in separate system in the absence of the project activity." However, it is not clear how all the heat sources supplying the consuming facility through a common head and all the power sources supplying the consuming facility through a interconnected system have been considered; (2) Whether the cogeneration system owned and operated by Ecopetrol S.A. is third party cogeneration system, or self-owned (which means that Ecopetrol S.A. is also the owner of the consuming facilities); (3) How the energy balance included in Section A.3. demonstrates that the cogeneration system provides all or a part of the electricity and or heat demand of the consuming facilities without the historical data of appropriate vintage of all the facilities interconnected. (As a kind reminder, Requests for registration using AM0014 version 4 can be submitted until 25 Jul 2015 23:59:59 GMT).
