1: The DOE is requested to describe the steps taken to assess the equations applied to calculate the baseline/ project emissions, leakage and emission reductions as per the chosen methodology as per VVM v1.2 paragraph 92.
The PP/DOE are requested to clarify the calculation performed for determining the conversion efficient factor ( nBL) used for the calculation of the EFBL, CO2, Option3, as the PDD page 65 states that 38.79% is the value for a 2×600 MW super critical coal fired power plant, which is equivalent to 315 gce/kWh for the power plant, whilst the spreadsheet “Emission Reduction” states that the energy intensity per unit of electricity supplied is 299 gce/kWh and 5.6% of self service rate referred to 2×600MW subcritical coal-fired power plant
2: The DOE is requested to provide information on the steps taken to validate the actions taken to secure the CDM status between the project starting date and the start of validation as per EB 49 Annex 22 paragraph 8 b.
The DOE is required to further substantiate how it validated the actions taken by the PP from 2006 to 2008 presented in the PDD pages 22-23 in line with EB 62 Annex 13 para 6b) and b) how it validated the purpose of the two "Consult Agreement" signed on 08/10/2007 (Exclusive Intention Consult Agreement) and on 09/01/2010 (CDM consult contract).
3: The DOE is requested to provide confirmation that the values used in PDD are fully consistent with the FSR as per VVM v 1.2 paragraph 113 (b).
The DOE is requested to further substantiate how it validated the decrease in the plant load factor from 45.7% for the first 8 years to 40.0% for the remaining 12 operating years.
