Submission incomplete:
1: The DOE is requested to state whether the data and parameters are conservative and appropriate if they are fixed ex-ante (not need to monitor) during the project activity crediting period as per VVM v1.2 paragraph 91.
Three issues were found in EF calculation,though they are more conservative.a)For BM sample group, PP/DOE adopted option A(5 recently built power units) as a sample group, however, as it is shown in the excel step 4a , CHPP Zrenjanin has two units.Thus, the fifth one ,HPP Djerdap II should not be included in the sample.
b)the serbian grid imported power from 2008 to 2010.No justification was provided by the PP/DOE, though 0 was chosen in the calculation.
c)In excel sheet, step 6, BM calculation , cell E21, it is wrongly linked to 'Step 4c - OM 2010'!E43, which is not the EFelm of TPP Kostolac B2.

2: The DOE is requested to provide information on how it has assessed each barrier presented as per VVM v 1.2 paragraph 118 (a) and (b).
