The VR (p. 23) mentions that the coal and biomass boiler parameters (including the fuel price, average fuel consumption, maintenance costs, labour costs and electricity tariff) used for the investment comparison analysis were sourced and verified from the Feasibility Study Report. The DOE further reports that the values were crosschecked and verified by local expert and the over-all input values were verified by the audit team. However, the DOE has i) not reported how it confirmed the validity of the applied values on the basis of its specific local and sectoral expertise and by cross-checking or other appropriate means, and ii) provided details of the crosschecking (e.g. referenced documents, results of the comparisons made among others).
