Submission incomplete:
1: The DOE is requested to provide information on the steps taken to validate the project starting date as per VVM v 1.2 paragraph 104 (a).
In particular, the DOE shall clarify why the signing of the civil engineering construction contract dated on 16 April 2007 was considered as the earliest date on which the project activity begins, considering the road construction contract and the turbine purchasing contract were signed earlier than the civil engineering construction contract.

2: The DOE is requested to provide information on the steps taken to validate the actions taken to secure the CDM status between the project starting date and the start of validation as per EB 62 Annex 13 paragraph 6 b and paragraph 7.
In doing so, the DOE shall clarify how it has validated the authenticity of the evidences, in particular, 1) the ERPA signed in 2008 considering the name of the seller in the ERPA (Luzhai Xi'an) is inconsistent with the name of the project participant; and 2) actions taken to apply for the host country LoA in 2009 considering the name appeared on the LoA application form (Luzhai Xi'an) is different from the name of the project participant.
