The DOE is requested to provide information on how the distinctive differences between the project activity and the similar projects identified in the selected scope are justified as per VVM v 1.2 paragraph 121 (c).
The DOE is required to substantiate how it validated the distinctive differences between the project activity and 11 similar projects identified in the province as the validation report did not provide any validation opinion on how these 11 projects were different from the project activity as per para 8 of Guidelines on common practice version 2. In doing so, the DOE is required to validate the correctness and credibility of the sources used in the PDD as per para 33(a) of the VVM.
