Submission incomplete:
1: The PP/DOE are requested to list all the data and parameters to be monitored in line with applied methodology as per EB 48 Annex 60 paragraph 10 (a).
As per AM0025 version 12, MBy (Methane produced in the landfill in the absence of the project activity in year y) shall be added to the list of monitoring parameters.

2: The PP/DOE are requested to include the details of each monitoring parameter listed as per EB 48 Annex 60 paragraph 10 (a).

The monitoring plan states that the parameter EGPJ,FF,y (i.e., the "Amount of electricity generated in an on-site fossil fuel fired power plant or consumed from the grid as a result of the project activity") is monitored on a monthly basis by calibrated kWh meters. The PP/DOE are requested to clarify how the monitoring frequency for this parameter is considered to be in line with the requirement of the applied methodology, AM0025 Version 12. (The secretariat has attempted to seek clarification on this issue through the "minor issue route", however, there was no reply received from the DOE within two days of sending the email.)





3: The DOE is requested to state whether the data and parameters are conservative and appropriate if they are fixed ex-ante (not need to monitor) during the project activity crediting period as per VVM v1.2 paragraph 91.


In the calculation of OM emission factor in the Grid EF calculation spreadsheet, the default IPCC value of CO2 Emission factor of fuel (incl. Natural gas, Mixed fuel of Natural gas and Heavy fuel oil, Light Fuel oil, etc) is used. However, as per the “Tool to calculate the emission factor for an electricity system” version 02.2.1), the lower limit at 95% confidence interval should be used for the calculation of emission factor. The DOE shall provide clarification on how the emission factor calculation has been validated as per the “Tool to calculate the emission factor for an electricity system” version 02.2.1)
