The DOE is requested to describe the steps taken to crosscheck the information given in the PDD as per VVS version 05 paragraphs 120 (b), 122 (c) and 123 (a).
The VR (p. 23) mentions that the coal and biomass boiler parameters (including the fuel price, average fuel consumption, maintenance costs, labour costs and electricity tariff) used for the investment comparison analysis were sourced and verified from the Feasibility Study Report. The DOE further reports that the values were crosschecked and verified by local expert and the over-all input values were verified by the audit team. In response to an incomplete IRC, the VR (pg.24) has listed the documents (including price indices, data from publicly available websites of Chile, Chile regulations, and Telephonic interviews etc.) used to crosscheck the above parameters. However, it is not clear which documents are specific to each of the above coal and biomass boiler parameters, and the information on the results (i.e. values of parameters used for crosschecking) of the comparison has not been provided.
