1: The DOE is requested to describe how each applicability condition of the methodology/ies is fulfilled by the project activity as per VVM v1.2 paragraph 76.
The DOE has confirmed the applicability conditions of the selected methodology to the project activity. However, it has not provided a clear description on how each applicability condition has been fulfilled.

2: The DOE is requested to provide a description of steps taken to cross-check the information given in the PDD as per VVM v1.2 paragraph 88.
The DOE has not described other steps taken, and sources of information used to cross check the information regarding the share of CFL bulbs in Dubai market. Furthermore, the DOE has not explained the reason why country as geographical area is not considered when assessing the share of the CFL in accordance with paragraph 84 of the VVM v1.2.

3: The DOE is requested to state if all assumptions/ data/references used in the PDD for emission reduction calculations are in line with the methodology as per VVM v1.2 paragraph 92(a).
The DOE has not provided information whether the determination of the low-cost/must-run power plants in accordance with footnote 2 of the Tool to calculate the emission factor for an electricity system version 02.2.1. In doing so, the DOE shall also explain what type of power plants is considered as low-cost/must-run power plants in the grid.
