Submission incomplete:
1: The DOE shall provide information how it has validated the suitability of the input values used in the financial calculations as per VVS version 2 paragraphs 120 and 123 (a).
In particular:

(i) Information regarding the validity of the prices of the Bio-coal as specified in the buyers contracts. The DOE has not provided information if the agreed Bio-coal price in the contract agreement by Blueberry Hill Farm is valid at the time of signature of the agreement on 05/12/2009 or from the start date of the project activity.

(ii) Information on suitability of considering transportation costs in the calculation of the IRR. Please refer VR page 32 in which the DOE validated that the sale price of the bio-coal considered by PP (800 Rands/ton) is inclusive of the transportation cost.

2: The DOE shall report how it has validated common practice analysis as per VVS version 2 paragraphs 129 and 130.
In particular, please provide information on sources that have been used to determine to what extent similar and operational projects other than project activities have been undertaken in the defined region. Please refer the validation report which mentioned following plants as Nall, Biotech Fuels pellet plant in Howick, Renew Plant at Richard Bay, EC Biomass at Coega IDZ of Port Elizabeth and Zebrapellets at Sabie, without providing any reference to the source that is used to confirm the names and numbers of other similar plants.
