Submission incomplete:
1: The PP/DOE are requested to list all relevant assumptions, data, input values and references used in the investment analysis and the results of the investment analysis as per EB 48 Annex 60 paragraph 10 (a). Please correct this inconsistency.
In the PDD (page 10) the Project Participant (PP) indicates that the benchmark is 8% excluding income tax, whereas the Validation Report notes that the benchmark of 8% includes the tax. Please correct this inconsistency.

2: The DOE is requested to confirm the accuracy of the financial calculations carried out for the investment analysis as per VVM v 1.2 paragraph 114 (c).
The IRR spreadsheet indicates that depreciation is calculated on the basis of the dynamic investment which includes the bank interests charged for the building loan. Information is required on this matter.


3: The DOE is requested to address the changes made to the project design since the global stakeholder consultation was conducted as per VVM v1.2 paragraph 173(c).
The DOE's client indicated in the Validation Report is not a Project Participant as required by EB 50 Annex 48 para. 7 to 9.
