Issue 1: The DOE is requested to describe how it has validated the compliance of the monitoring plan with the applied methodology as per VVS version 4 paragraph 132 (a) given that all the parameters required by the applied methodology are not included in the list of monitored parameters.
a) The following parameters required by the applied methodology are not included in the list of monitored parameters:
i) CO2 emission factor for the grid electricity in year y
ii) CO2 emission factor of fossil fuel type i
iii) Quantity of electricity generated/ supplied
iv) Quantity of steam
v) Net quantity of thermal energy supplied by the project activity during the year y
vi) Quantity of fossil fuel type j combusted in year y
vii) Moisture content of the biomass (wet basis)
viii) Temperature
ix) Pressure
x) Net calorific value of fossil fuel type i
xi) Net calorific value of biomass type k
b) The DOE is requested to explain how it has validated that the steam generation from the fossil fuel fired boiler (PRS boiler) will not increase beyond the historical level, considering that the quantity of steam generated by each of the two boilers (connected to a common steam header) is not monitored.
