1: The DOE is requested to indicate if all relevant national/sectoral policies/circumstances for the baseline identification are listed in the PDD as per VVM v1.2 paragraph 87 (d).
The DOE did not provide complete information on how it concluded that:
(a) option M2: disposal of the waste at a landfill where landfill gas captured is flared, is not a probable alternative for the project activity considering that the reference cited by the DOE for justification, refers the scenario of landfills in China and not specific to the He'nan province, which is selected as the geographical area for analyzing common practice analysis.
(b) regulation “Municipal Solid Waste Sanitary Landfill Technical Standard (CJJ17-2004)", M2 is not mandatorily enforced in the He'nan province.
2: The DOE is requested to state if all assumptions/ data/references used in the PDD for emission reduction calculations are in line with the methodology as per VVM v1.2 paragraph 92(a).
The DOE did not provide information on how the value used for the CO2 emission factor of diesel in the project emissions calculation complied with the “Tool to calculate project or leakage CO2 emissions from fossil fuel combustion”.
